The influx of resources has not broken the logjam. At the July meeting, the review board faced 31 open death investigations and 68 other cases. Kim-Thoa Hoang, a La Mesa attorney who recently stepped down as review board chairwoman, said the oversight panel provides a valuable service by alerting the public to county law enforcement activities.
